Correctional services provider

Contract audit, Standards audit and an RPL kit for a correctional services provider

A funding contract audit and a Standards benchmarking audit for an enterprise RTO, then a contextualised RPL kit for experienced correctional officers.

The client

An enterprise RTO training custodial staff in correctional centres, delivering correctional practice qualifications and holding a NSW government funding contract.

What they asked for

Two things ahead of re-registration: an independent check of compliance with the funding contract, and a benchmark of practice against the Standards. Later, a better way to recognise the skills of experienced officers.

Funding contract audit

We audited practice against the NSW funding contract, reviewing two qualifications and up to 10 student files per qualification. The report set out each risk of non-compliance with the evidence sighted, our rationale and a mitigation strategy, followed by a briefing for staff.

Standards benchmarking audit

We then benchmarked the provider against its own compliance management practices and the Standards. We sampled units from two qualifications, reviewed training and assessment materials and student records, and checked the qualifications, records of results and statements of attainment it issued. Staff were briefed on the findings, with ongoing support available while they worked through them.

A contextualised RPL kit

Experienced correctional officers already hold a lot of workplace evidence. We developed a streamlined RPL kit for the Certificate III in Correctional Practice, built around real work tasks in a correctional setting. Where possible, evidence is collected through the provider’s existing learning management system, so staff don’t duplicate records they already keep.

The kit was built in stages: review of current materials, a template agreed with the provider, development, pre-use validation and mapping, then the provider’s feedback incorporated.

What the client received

  • A funding contract audit report and a Standards benchmarking audit report, each with risk-rated findings
  • Staff briefings and ongoing compliance support
  • A complete RPL kit with pre-use validation and mapping documentation

Client details are withheld. This case study describes the scope and approach of the engagement.
